Abstract
The development of an orderly body of legislation which concerns the environmental protection activities of the general public and responds to modern requirements would facilitate the attainment of harmony between man and his environment. The state of legal regulation in this domain always has troubled scholars and practitioners. The implementation in the past of a number of economic projects approved without the participation of the general public has inflicted irreversible harm on the natural wealth of the Soviet Union. However, the matter has become especially urgent given the increased role of all strata of the populace in deciding major issues of state and social life.
