Abstract
Environmental problems affect the interests of all mankind and necessitate the development of approaches and orientations that are responsive to the international nature of environmental protection. Three basic elements underlie modern environmental protection; the active resolution of environmental problems at a national level, the development of an extensive system of international cooperation, and the combination of national efforts and global international cooperation. This tri-part approach has been consolidated in the guiding party documents of the Communist and Workers' parties of the socialist countries and in their legislation.
