Abstract
One of the most pressing discussions in international law today pertains to the rights of portions of states (or parts of coalitions of states) to secede. At the end of World War II, there were 51 states worldwide; today, there are nearly 200. Twentysix have been formed since 1990.1 As recently as the autumn of 2015 Scotland held a national referendum on independence from the United Kingdom. s Plans for Scotland's secession from Great Britain and the United Kingdom were in the news nearly every day leading up to the vote and kept the British leadership up at night worrying over the outcome.
