Abstract
Afghanistan's Constitution includes many rights for citizens, especially women, which are not currently being realized The disparity is a result of Afghanistan's status as a limited access order and the traditional avenues of policy diffusion. The rights promulgated in the Constitution could be realized through Professor Fadel's proposed reconciliation of laws with Islam and other short-term and long-term goals including raising literacy levels, eradicating judicial corruption, encouraging citizen involvement in the legislative process, and creating and maintaining a more prominent role for women in politics.
