Abstract

If ever there was a metaphor for American global dominance and unilateralism, it can be found in the recent Iraq War, the pre-emptive and "preventative" war. During the events of spring 2003, I developed the concept of an American dissident. This American dissident is living through an age of unlimited and unfettered U.S. power; he or she is committed to values of multilateralism and the rule of law; and while not naive about the efficacy of global institutions, is firm in the belief that their potential should be exhausted before resorting to other means of solving conflict. This dissident is faced with the immediate problem of how to manage in the face of the first American war justified in purely "pre-emptive" terms. Like all dissidents, this one searches for internal and external allies to bolster the cause of national transformation.
