Abstract

This is a very timely and important topic - one that is receiving a lot of attention at the State Department. The organizers of this symposium deserve considerable credit for the efforts they have taken to promote this discussion. These truly are momentous times, and it will take skill and dedication to address the threat posed by international terrorism while simultaneously strengthening the rule of law. I want to emphasize that the importance of building respect for and adherence to the rule of law in the aftermath of a devastating conflict is not a new concept that has just arisen in the context of the conflict in Afghanistan. At the same time, strengthening respect for the rule of law and rebuilding effective domestic systems of justice is much more than a theoretical, or merely desirable outcome. It truly affects the lives of people - it is a lynchpin of stable, productive lives that are lived within the context of peace and security.
