Abstract
On December 27, 1988, a few weeks before leaving office, President Reagan issued a proclamation' extending the territorial sea 2 of the United States3 from three to twelve nautical miles.4 President Reagan claimed that the expansion of the territorial sea was necessary in order to "advance the national security and other significant interests of the United States,"5 to join the overwhelmingly large number of foreign nations claiming the twelve-mile limit,' and to comply with the suggestion of the 1982 United Nations Convention on the Law of the Sea [Sea Convention] that all nations conform with the twelve-mile limit.7 This comment evaluates the reasons given for the proclamation and its possible impact on the international community and domestic laws.
